This article is a further development of the magnetic-field theory and methods for measuring and transforming physical quantities based on the phenomenon of energy and information transfer through material. New, more adequate definitions of the concepts of energy, electrical energy and electrical power are proposed. The essence of the magnetic field method of converting the energy of an electromechanical system of a closed type into electrical energy is described. It is argued that as a source of electrons (moving material particles) a mechanical system of a certain configuration should be used that ensures the fulfilment of two fundamental laws: the law of conservation of mechanical energy and the law of conservation of electromagnetic energy. It is proposed to use a planar double-circuit waveguide as a mechanical system, which is a closed-loop mechanical system that ensures the implementation of these laws. The possibility of using the phenomenon of energy and information transfer is established not only for solving measurement problems, but also for solving the problem of converting the electromagnetic form of energy of a mechanical system of a closed type into electrical energy. For the manufacture of the waveguide, it is necessary to choose a material with high electrical conductivity, which depends on the concentration of free, electrically charged particles that are not associated with atoms and molecules or with the crystal structure of the material. The combined schemes of magnetic-field energy converters with feedback on the magnetic field and with different types of loads: active, complex and resonant are given and described. Of most interest are converters using boost RF transformers of a resonant type. A foundation has been laid for the development of a new direction in conversion technology and in electrical engineering \u2014 magnetic-field conversion into electrical energy of the electromagnetic form of the energy of a mechanical system of a closed type.
