The article states that due to the coronavirus pandemic in 2020, the economic crisis has affected almost all industries, including railways. The market for transport services has stalled for almost three months, and after its opening, passenger traffic is still significantly lower than in the same period last year. It is proved that in order to quickly get out of the crisis of the passenger complex of railway transport, it is necessary, first, to take into account the factors that significantly affect the choice of consumers of transport services for a particular mode of transport, namely: mobility; comfort; environmental friendliness; availability of additional services; security; and secondly, to introduce effective anti-crisis management tools that will be able to ensure financial stability, as well as strengthen the innovative development of passenger traffic. The following areas of anti-crisis management of the railway passenger complex are proposed: crowdsourcing, reengineering, benchmarking, downsizing, anti-crisis controlling and technologicalization, as well as the use of the model “ZGRV” (Prevention, Preparedness, Response and Recovery). Proposals were made on the need to improve the organizational structure of the passenger branch management by establishing an anti-crisis management department, the main tasks of which will be to develop new directions and strategies to bring Ukrzaliznytsia out of its predicament. It is established that in order to increase the competitiveness of passenger transportation by rail, in comparison with other modes of transport, Ukrzaliznytsia management needs to organize the process of passenger transportation at a significantly new level, which will be aimed at better meeting consumer requirements, namely: introduction of new technologies, new transportation organization. : high-speed transportation, multimodal passenger transportation, creation of transport passenger hubs, organization of railway tourism, emergence of new train routes, attraction of potential customers through a system of flexible discounts and “bonus ticket”. One of the important structural elements of the general mechanism of management of the passenger complex of railway transport is the development of a system of motivational mechanism for employees of the industry.
