The health care system is based on the fundamental classical rules of management science, like any system that needs improvement. Semashko&#8217;s health care system, its main advantages and disadvantages are considered, the necessity of reform is confirmed. The stages of health care reform in accordance with the National Strategy for Health Care Reform in Ukraine for the period 2015 &#8211; 2020, as well as the main results of its implementation are studied. The main principles on which the health care system should be based are: availability of a guaranteed package of services, adherence to quality and professionalism, mutual respect between patients and healthcare professionals, accountability to patients and communities, price-quality ratio, cooperation of economic sectors. To achieve these goals, a number of tasks were formed: creating conditions for joint responsibility for the health of citizens; ensuring free choice of service providers; creating more transparent working conditions and greater accountability in the field of health care; providing support, including financial, to vulnerable groups. The main authority in the system of central executive authorities, which ensures the formation and implementation of state policy in the field of health care is the Ministry of Health. Since April 2020, the Program of Medical Guarantees for Specialized Care has been working, work with the National Health Service of Ukraine (NHSU) has begun, the number of signed declarations has increased, and salaries for employees have been increased.
