The purpose of this paper is to develop a strategy for smart cities of Ukraine on a balanced scorecard in a digital economy.
\nForecast-analytical system for assessing the level of balanced development of smart cities on a balanced system of smart city indicators (Smart City Balanced Scorecard (SCBSC) has been formed, which, unlike existing ones, allows to systematically identify and streamline priority areas for smart city development priority area, which at the same time can perform the function of an evaluation system based on a developed system of key indicators (KPI) using open data from online surveys, meetings, discussions with key groups of stakeholders, including the public, and is a powerful tool for disseminating information digital economy.
\nA balanced system of smart city indicators (SCBSC) allows to transform a certain vision of a smart city into specific goals and to form a system of strategic management using key indicators (KPI). The components of the SCBSC are thematic sections of the smart city strategy.
\nTo assess the level of balanced development of a smart city in a digital economy, based on world practice, an integrated indicator of the rating of balanced development of a smart city (R-SCBSC) has been developed. The conceptual rating model is based on the ranking of cities based on the results of the study of the situation and the construction of strategy.
\nThe proposed balanced scorecard allows improving the organizational and information support of strategic-oriented digital transformation of cities as territorial economic systems based on the implementation of the concept of “smart city”, which is considered as a comprehensive, participatory decision-making process using digital platforms and tools, including geospatial systems, information and forecasting and analytical system for assessing the level of balanced development of smart cities, which allows to harmonize in time and space the economic interests of all stakeholders.
