The concept of reform of local self-government and territorial organization of power, approved by the order of the Cabinet of Ministers of Ukraine from 01.04.2014, and the approved Action Plan for its implementation provides for the construction of a simple and logical system of local self-government, which will provide most tasks. OTG, regions and districts. Given the intensification of the development of network entities and decentralization trends, there is a need to study the state of involvement of local governments in the development of network entities. Strengthening financial decentralization increases the urgency of this research issue. It is determined that the disadvantages in the development of network entities cause the main risks: the possibility of corruption schemes, withdrawal of funds from the state budget due to the lack of a list of responsible persons, their functions, responsibilities, cost estimates, project budgets. UTCs involvement in network entities is built on the tools of regional development the basis is the development of projects for the implementation and development of innovative enterprises, clusters, industrial parks. It is determined that projects are a form and tool for stimulating target groups to develop network entities by local governments. UTC is a participant that provides initiation, development, funding, search for funding sources and control of project implementation. UTCs determine the synergetic effects of project implementation: economic, social, environmental. Network entities operate based on the triple helix model: the interaction of universities, enterprises and government. It is determined that the main models of network entities are two-tier (UTCs and research institutions, UTCs and private sector), three-tier (UTCs, research institutions and private sector), and four-tier (ATCs, research institutions, private sector and citizens). The most common model of network entities is a three-tier one.<\/p>\n
