Issues of urban agglomeration management are becoming increasingly important, in particular, the infrastructure of the territory, the distribution of powers and responsibilities between different levels of government in the context of decentralization reform require scientific justification.
\nThe purpose of the article is to distinguish the problem of infrastructural provision of urban agglomerations.
\nThe decentralization reform aims to ensure the formation of an effective and closest to the population institution of power – local self-government. At present, the state has transferred the levers of administrative influence to support the economic and social development of the territories to local governments. Significant material problems include the infrastructural, financial and staffing weaknesses of local communities. Infrastructure is an important problem for the development of urban communities, as the results of solving this problem have a direct impact on the level and quality of life of the population.
\nThe problem of transforming local budgets into an effective tool for socio-economic development of the urban community can be solved by strengthening the financial base of local government by concentrating resources on the development of economic activities that can boost the development of the entire economic system.
