The paper is devoted to the diagnostics of the institutional environment of Ukraine and its impact on the financial development of the national economy. This research defines the institutional environment of the financial system as an assemblage of institutions, e.g., the formal and informal rules, traditions, organizations and mechanisms of their accomplishment that determine restrictions, stimuli and ideology of financial decisions that directly impact the movements and directions of the financial flows. To diagnose the institutional environment, the qualitative and quantitative indicators were selected that reflect the quality of the main institution activity. The qualitative characteristics and indicators were defined using the Index of Economic Freedom. The quantitative indicators were defined on the basis of the parameters characterizing the national economy depth. The performed correlative and regression analysis made it possible to identify the institutional factors of the most essential significance for the financial system development. It has been clarified that the institutional environment has the greatest impact on the credit market and domestic debt market of business entities. Appraisal of the interrelation between financial development and the institutional environment of the banking sector which dominates in the national financial system, has revealed that the greatest impact is produced by a quality of business regulation, high concentration and a share of the state ownership in the banking assets. The diagnostics models describing the quality of the institutional structure of the financial system of Ukraine were proposed that enable to forecast financial development being influenced by the institutional factors, identify and substantiate strategic directions of the institutional upgrading of the financial system of Ukraine. It has been clarified that in order to ensure social and economic welfare of the country, it is expedient to perform the institutional transformation of the financial system as it can make a large-scale, high-quality and fundamental change in its institutional structure which changes the stereotypes and models of the financial behavior based on the development, management and effectiveness with due account of the global challenges, technological changes, digital transformation and Industry 4.0. In doing so, the main priorities of the institutional transformation should be: a qualitative change of the financial system structures, forms and methods of the financial activity and its targets, incentives, stimuli and factors used for making financial decisions and formulating the ideology of the financial behavior, modification of the institutions and mechanisms of their accomplishment.
