The subject of the article is theoretical and practical provisions on strategic management of personnel of agricultural enterprises. The importance of HRM on a strategic basis is determined by the importance of their willingness to work effectively in the long term. This is due to the improvement of their qualification level in making effective management decisions taking into account the tendencies of changes of influence of environmental factors in the long term and strategic priorities of the sectoral development of the state. Due to this urgency, there is a differentiation of approaches to strategic HR management. Therefore, the purpose of this article is to identify strategic approaches to managing the personnel of agricultural enterprises in the process of justifying differentiated strategies for their development.
\nMethods: analysis and synthesis, analogies, expert method, method of functional analysis, graphical method.
\nConsideration of state support of agricultural enterprises in the article is disclosed as an element of state regulation, aimed at stabilizing their functioning. The following results were obtained:
\n\u2212 functional features of direct and indirect state support measures are revealed;
\n– it is established general loss-making for the society introduction of mechanism of payment of direct price subsidies to producers. In this case, the dependence of the size of social losses of this program on the level of elasticity of the price of a particular product is noted. Support for products with zero price elasticity will not lead to social losses. While price support for highly elastic goods will have a profoundly negative effect, but can be realized to address certain social problems;
\n– the stabilizing influence on the market situation from the implementation of intervention purchases of surplus products is indicated and the directions of its further use are substantiated.
\nPerspectives for further research are to deepen the methodical order of comparing public benefits and the amount of resources spent in the implementation of state support programs for agricultural enterprises and other industry producers.
