The article is devoted the modern problems of providing of financial independence of local self-government, taking into account the terms of financial decentralization in Ukraine.
\nThe analysis of modern level of observance of principles and norms of inhibition of financial independence is carried out by territorial educations in the context of forming and implementation of local budgets in accordance with the European standards.\u00a0 Investigational basic problems of acquisition of financial independence by the local organs of self-government and certainly key factors of inhibition of development of local budgets. For most small societies there are the lowest indexes of financial possibility for to all regions. An exception is made by those small societies in which byudzhetoutvoryuyuchi is located or large industrial enterprises. It can be explained that in large societies there is greater potential for forming and maintenance of the proper infrastructure real the sector of economy, functioning of establishments and establishments of community property, more advantageously to develop small and middle business, and organs local of local self-government can give more high-quality public and public utilities.
\nThe necessity of strengthening of financial independence of local self-government is well-proven for Ukraine and the ways of realization are offered through the measures of influence on forming and strengthening of local budgets at the terms of financial decentralization. It is offered with the purpose of providing of financial independence of territorial formations of expansion of set of tools in relation to the increase of volumes of own financial resources due to not budgetary receipts: investments, crediting, operations, at the financial market, expansion of spectrum of administrative and public services.
