\u00a0 \u00a0 \u00a0The article examines additional unique risks that are not inherent in innovative projects, as well as additional possible revenues that apply not only to the commercial investor, but also to the state and society as a whole. With this in mind, the methodology for assessing the effectiveness of energy-saving innovations in building development offers methods for assessing additional risks and benefits of innovation projects based on finding the average rate of innovation risk (Ve) and innovation risk premium (R), which take into account the time factor innovative projects. On the basis of these indicators the express analysis of relative efficiency of innovative projects of building of territories can be carried out.
\nWithin the framework of the methodology, formulas for assessing the economic and commercial efficiency of innovation projects based on the norm of innovation risk (Ve) and innovation benefits (P) are proposed.
