\u00a0 \u00a0 \u00a0The article substantiates that the formation of innovative cooperation in a circular economy contributes to the construction of new relations between the subjects of the national socio-economic system: the state, science and business. Further development of innovation cooperation is possible through the consolidation of resource and intellectual potential, which will ensure the mobilization of industry for the circular economy and the effectiveness of program indicators of state policy to support the circular economy on the basis of reversible logistics in the perspective of sustainable socio-economic system taking into account the risks of investing. Ensuring the formation and use of resource and intellectual potential as a condition for the development of innovative cooperation and generation of new technologies, it is necessary to take into account environmental, social, economic, production, financial, information factors that contribute to the effective use of potential. The place of Ukraine in accordance with the Global Index of Innovations and Innovative Activity of Industrial Enterprises of Ukraine for 2012-2019 is analyzed. It is emphasized that the development of innovation cooperation provides a high level of coordination of the innovation process; key competencies of participants; possession of resources, knowledge, innovations. In this case, for the further development of innovation cooperation in the formation of a circular model of the economy, a favorable innovation climate in the economy and infrastructure for research and development is necessary. The analysis of the share of innovatively active enterprises involved in innovative cooperation in the regions of Ukraine in terms of locations of partners, types of economic activity, types of partners, the average number of employees. A generalized scheme of consolidation of resource and intellectual potential in accordance with strategically defined conditions of innovative cooperation and generation of new technologies has been developed, which will ensure dynamic and harmonious socio-economic development of the country.
