As practice has shown, the most effective for communities are the use of the following tools to combat corruption: anti-corruption program; anti-corruption council; conflict of interest settlement policy; subthreshold e-procurement; public consultations; competitive selection for positions.<br \/>\nGiven that local governments represent the interests of local communities, they are particularly interested in ensuring the economic security of utility consumers. It has been determined, that development of a municipal compliance program will allow local governments to raise their compliance, ensure ethical management decisions and increase public confidence. With its implementation, employees themselves will see the commitment of management to ethical standards, consistency between organizational policies and practices, fair treatment of them, will see that ethical behavior is rewarded.<br \/>\n<strong>Key words:<\/strong> corruption risks, threats, UTC, compliance program.<\/p>\n<p style=\"text-align: center;\"><strong>References<\/strong><\/p>\n<ol>\n<li>Andrushchenko L.
