The article studies the issue of smart specialization of regional socio-economic systems, and above all \u2013 economic systems on the example of the Zaporizhzhia and Odesa regions (on the basis of information of State Statistics Service of Ukraine and the Regional Development Strategies 2021-2027, the decisions adopted by regional councils of deputies).
\nThe legislative principles and the regulatory methodological approaches to the development, introduction and consistent monitoring (estimations) of smart specialization of the regional economic systems existing in Ukraine are considered. The comparative analysis of the declared smart specialization of economic complexes of the Zaporizhzhia and Odesa regions is carried out. The main organizational, methodical and financial divergences are identified, that can directly influence the efficiency of realization of the regional development strategies of these territories. The focus is on development of resorts and tourism, attraction of investments, modernization of a transport and logistic infrastructure which is due to the developed state and international highways, and also an access to the coast and ports of the Azov and Black seas, respectively. A conclusion is made about the greater orientation of smart specialization of the economic system of Zaporizhzhia region on combination of efforts of the different interested parties as co-operation, co-ordination, state private partnership, collaboration of separate territories.
\nThe authors grounded the conclusion about advantages of the program of smart specialization of the regional economic system of Odesa region due to better organization, detailed goals and objectives, outline performance indexes to be achieved by the Regional Development Strategies 2027.
