Ensuring the safety of consumers of housing and communal services is considered to be a necessary condition for the realization of interests and the safety of all housing and communal services. This statement is especially important given that in fact the consumer is at the sight of almost all types of risks and threats that accompany the process of housing and communal services. Lack of transparency in decision-making on housing and communal services of both local authorities and housing and communal services, restrictions on public access to this process, and sometimes simply lack of information pose a danger to service consumers. Transparency, accountability and integrity of public authorities and civil society will reduce the level of corruption, which directly threatens the economic security of consumers of housing and communal services. For the housing and communal sector of Ukraine’s economy, the considered and proposed innovations will allow to form a model of a specific market, which will be dominated by enterprises that take into account the economic interests of consumers and minimize the shortcomings of housing and communal services. Further research will focus on the development of methods for assessing the economic security of consumers of housing and communal services.
