\u00a0 \u00a0 \u00a0 Enterprises of any type of activity hold the main means of production ensuring the implementation of operational and management tasks. In the process of economic activity of the enterprise new ideas and practices are introduced by developing and approving a business plan or a plan of socio-economic development. The information base of the study is the primary, consolidated and reporting documents of the enterprise, based on which the analysis (organizational diagnostics) of management decisions, their retrospective analysis of modernization of fixed assets are conducted, as well as questionnaires of management and production staff on problematic issues of modernization of fixed assets JSC “Ukrtransgaz \u00bb. Based on the results of the analysis of regulatory documents of NJSC “Naftogaz of Ukraine”, JSC “Ukrtransgaz” concerning the process of modernization of fixed assets, the list of issues addressed in them is for our purpose divided into deterministic and initiative. The list of problematic issues was grouped by us according to Prigogine’s typology (built-in; socio-cultural; situational). The formulation of the problem made it possible to distinguish between nominal, causal and antithetical formulations. For this purpose, the authors used methods of observation, analysis of the made decisions and interviews. According to the respondents and the application of A. Prigogine’s method, an expert assessment was carried out according to the following algorithm: 1. Rejected problems, which more than 50% of respondents presented as insignificant, or duplicated in another wording. 2. Unification (aggregation) of essential-unifying problems was conducted. 3. The most important problems were selected from the obtained transformed list 4. The most important problem was detected by the method of pairwise comparisons using the following method: 4.1. These problems were recognized by respondents as the most important vertically and horizontally,. 4.2. Each problem of the horizontal row was compared in pairs with each problem of the vertical row according to the criterion of interaction. 4.3. If problems were missed in the previous list, they were added. As a result, most of the employees who filled out the questionnaires believe that knowledge of existing regulations helps them in their work and almost 90% of those who filled out the questionnaire receive instructions from the manager orally in person or by phone.
