development is the application of program-target principles of environmental management. In accordance with these principles, any financial project, including environmental, requires evaluation of efficiency. In turn, the urgency of the problem of improving the effectiveness of environmental projects is growing, especially in the context of global development trends in the field of environmentally oriented economic growth.
