The article offers a new approach to the problem of information flows exchange between the subjects of the management structure of the production system. The balanced coordination of the information flows exchange is aimed at optimizing the provision of quality information to the subjects of management. For this purpose is used the principle of “soft modelling”, which allows you to build a model that is simple but generally reflects the key points of the phenomenon under study. In the proposed article, a dynamic model is created, taking into account qualitative patterns, trends and plausible hypotheses in the information usage. The main criterion for the purposeful usage of data for the system to make a general quasi-optimal decision is the assessment (parameter), which reflects the minimum change in the quality of information among subjects during sequential exchange. Quantitative assessments of the information quality vary in the range (0; 1), which makes it possible to represent the subject of management as a point in a multidimensional set. The development of the management system can be considered in time or by steps. The dynamic model should take into account the following main features of the information flows exchange: the external environment information, the hierarchy structure of the control system, the value of estimates of information exchange depending on its quality, the targeting of information transfer coefficients, the losses of information as a result of exchange errors and its ageing. The main result of solving this problem is to obtain, during the exchange, information of such quality, which makes it possible to make a general quasi-optimal solution.
