\u00a0 \u00a0 \u00a0The article examines the state regulation of public goods. It was determined that the distribution and consumption of public goods in market conditions cause unfavorable selection, moral hazard, the problem of \u00abfree-rider\u00bb, which causes the incapacity of the public goods market and justifies the decisive role of the state in their reproduction. The state regulation of public goods is defined as the activity of state institutions aimed at ensuring the regulatory framework, the formation of the institutional environment, the determination of rules and procedures for the formation, distribution, usage of resources for reproduction of public goods. The main prerequisites for state participation in the reproduction of public goods are the need to ensure national security, social obligations of the state, external effects of creation and consumption of public goods, increase their investment attractiveness, reduce transaction, transformation costs and social losses, excluding the share of public goods consumers.<\/p>\n

The institutional environment of public goods is defined as a set of interrelated fundamental political, social, legal, economic regulations and rules, which determine the conditions of their creation, distribution, consumption, and its main purpose is to unite public efforts to meet collective needs, solve \u00abmarket failures\u00bb on the basis of the principle of Pareto optimality, balancing individual interests and social responsibility, the principle of compensation. The basic institutions for the provision of public goods are power, market, competition, entrepreneurship, etc., and the corresponding institutional forms. The mechanism of state regulation of public goods in the national economy was offered. It was noted that important aspects of state regulation of public goods are to determine the optimal limits of state participation in this process, creating favorable competitive conditions for the reproduction of public goods, reducing information asymmetry, solving the problem of measuring the effectiveness of their reproduction, high level of responsibility, lack of bureaucracy.<\/p>\n
