The paper analyzes the main corruption risks and the reasons for their occurrence in the activities of housing and communal services enterprises, identifies areas for combating corruption risks in order to minimize them while their assessment and determining measures of minimizing corruption risks for providing economic security of housing and communal services consumers. The emergence of corruption risks in the activities of utilities, which may threaten the economic security of consumers of services is due to the following reasons: falling incomes and inability to meet their financial obligations; inefficiency of financial management; fraud; political instability; military action in the state; shortcomings in the organization of state regulation and supervision. Matrix of corruption risks assessment is recommended to be formed as a result of corruption risks evaluation, which will give a possibility to determine the risks with the highest possibility of occurrence and to take timely measures of their minimization.
