The article reveals the historical preconditions and features of the organization of administrative-territorial reform. The problems of state management of these processes in the conditions of post-totalitarian society are revealed. It is emphasized that the center of activity of any political system should remain the person and his needs on which development, growth, well-being of the people depends. A historical example is given of the negative consequences of non-compliance with this paradigm on the example of the former USSR. According to the results of sociological research, the available publications provide specific examples of miscalculations in the development of the state. Their heredity and relationship with the effectiveness of public administration of society are identified. Some moments of management in the context of positive and negative achievements are given. Their causal relationship from the beginning of independence to the present is analyzed. The nature and scale of miscalculations are considered. The problem of low responsibility or its absence in the majority of Ukrainian state-level managers, politicians and public figures is described. The principles which, having projected on any branch of national economy will allow, to strengthen responsibility and thus to provide corresponding efficiency of both administrative-territorial reform and management of national economy as a whole are offered. Some factors influencing the reform, which will contribute to the effective work of managers, are considered. It is recommended to support the concept of responsibility for its results from the head of the enterprise to the head of the state level. After all, the lack of responsibility for the results of management creates abuse at various levels. Factors that influence the improvement of the characteristics of a successful leader, identifying which everyone will be able to create a favorable climate for their employees and in the country as a whole, have been identified. It is proposed to develop appropriate organizational and economic mechanisms to intensify administrative and territorial reform and the formation of voluntary associations of territorial communities.
